Until recently, Russian balloonists did not have the opportunity to officially perform a flight with an external suspension. The fastening of any structures under the gondola, whether for filming, scientific tasks or records, was outside the regulatory field. And even the relatively common raising of flags by balloon was in the same gray legal zone. Accordingly, the pilots had to make such ascents at their own risk.
But in 2025, the situation has changed, and standard thermal balloons manufactured by SPE "RUSBAL" (released later than June 1, 2013) can now fly with cargo on an external suspension.
These changes did not happen in one day, and behind them is the work of the staff of SPE "RUSBAL", which was carried out with the participation of CEO Alexander Talanov. The air record holder Sergey Boytsov became the catalyst for these works and the main customer.
At the moment when Sergey came to RUSBAL with such a request, he already had a successfully implemented project with an external suspension in 2021. But then it was done informally and was essentially a proof of concept. This approach was no longer suitable for new projects. First of all, because for a flight in Armenia, where another project using an overhead structure was planned, it was necessary to provide the relevant documents to the local aviation administration. Thus, another one was added to all the technical, organizational and flight difficulties.
Nairi Barseghyan, pilot and head of the Armenian SkyBall aeronautical club, after negotiations with officials, clearly outlined the conditions: if the platform is not included in the documentation, the project will have to be stopped. The team took this not as a barrier, but as a challenge, and continued to move forward. The goal was to organize a table tennis game, which was to be held at altitude, and a balloon was to be the carrier of the platform with a tennis table.
It was then that, together with SPE "RUSBAL", an official procedure for making changes to the operational documentation was initiated. The process included engineering expertise and risk assessment, followed by the release of all necessary documents.
For the first time in the domestic civil aeronautics were officially described:
• technical requirements for external cargo;
• maximum load on suspension points;
• recommendations for the safe operation of the external platform;
• the fastening procedure and the emergency release mechanism in case of an emergency.
Now that the project has been successfully implemented in Armenia, it can be said that not only a single interested party, Sergey Boytsov's team, but any of the operators of thermal balloons manufactured by RUSBAL, has benefited from these innovations. Fixing the external platform is no longer an experiment or a legal risk, but a documented scenario for using a thermal balloon. Legally. Officially. No workarounds.
Thus, new opportunities are opening up, including:
aerial photography and television broadcasts.;
- scientific missions and meteorological observations;
- new formats of records and air shows;
- raising flags and banners;
- skydiving and paragliding launches from suspended platforms;
- extended flight time flights requiring additional gas cylinders.
