The official date of Rusbal's creation is April 12, 1993.
The history of the company begins even earlier, in the late 80s, along with the history of modern Russian aeronautics. During these years, several organizations have started designing thermal balloons. In 1990, Interavia JSC started small-scale production of hot air heaters. The initiator of the creation of Rusbal was the chief designer of Interavia JSC, Alexander Talanov. In 1993, on his initiative and in agreement with Sergey Yesayan, CEO of Interavia JSC, some of the Interavia employees involved in balloons were transferred to a new company, Rusbal LLP.

By a joint decision, Rusbal was handed over the design documentation and the balloon developer's certificate was reissued.
1993-1994
The years of formation and search. During this period, Rusbal consisted of 4 employees and was located in an office with an area of 30 m2 at 14 Open Highway. Initially, Rusbal was engaged only in design development, production was carried out at the Interavia enterprise, which was located in the village of Repikhovo, near the town of Khotkovo in the Moscow region.
The formation of the company took place during the general crisis in the country. There were few orders for balloons, there were not enough funds even to pay salaries to employees, and there was also no management experience. Rusbal's main asset was its employees and the mastered technology for the development and production of thermal balloon shells.
1993-1994

Then it was decided to develop several areas where the technology of manufacturing large sewing products could be applied. Of course, balloons came first. The following ideas were:
- inflatable rides, including trampolines;
- inflatable stage canopies, their prototype was wooden "shell" scenes in parks;
- inflatable structures for storage and maintenance of equipment;
- inflatable models of military equipment;
- jump and rescue devices for evacuation of people and insurance;
- pneumatic advertising, snake balloons.
These ideas became the company's development plan for the first five years.
The first products created by Rusbal were a pneumatic stage canopy designed to celebrate Moscow City Day and a special-shaped balloon shell: a "bag of money" commissioned by Commercial National Bank, a "pack of NV cigarettes" and a "Tsar Bell" commissioned by the Association of Space Flight Participants. The Tsar-Kolokol balloon was installed on Red Square in Moscow during the 10th Congress of the Association in the summer of 1994.

Opening of its own production facility in Khotkovo on leased premises of the Central Research Institute of Special Engineering. Some of the employees of Interavia, who are engaged in the manufacture of balloons (mostly seamstresses), transfer to Rusbal. Rusbal's staff is increasing to 12 people.
Development of the first inflatable trampoline attraction "Izba". Fans from two vacuum cleaners were used to fill the trampoline. This trampoline marked the beginning of a whole series of inflatable attractions (slides, swings, giant steps, acrobat, crazy money, dry pool). In total, Rusbal produced more than 20 types of rides.

The conclusion of the first contract with the Russian Ministry of Defense for the implementation of research work "Research of technical ways to create models of large-scale equipment of the air defense forces."

The result of the research was proof of the possibility of creating new-generation weapon models with superior characteristics of all existing types of models. The proposed technology has become a classic in the field of imitation of weapons and military equipment. In the following decades, this technology was repeatedly copied, including abroad.
